In Texas, a SHAC (School Health Advisory Council) is a school board-appointed committee of parents, community members, and local health staff mandated by Texas law (Texas Education Code §28.004) to ensure local community values guide student health education, nutrition, and wellness policies.
Core Requirements & Structure
- Mandate: Every public school district in Texas must establish and maintain an active SHAC, meeting at least four times per year. *Sept 24, Nov 19, Jan 28, March 4 (12:00-1:00pm; Mission CISD Annex Building)
- Membership: A majority of the members must be parents of students enrolled in the district who are not employed by the district.
- Composition: Includes teachers, counselors, administrators, health professionals, clergy, and community stakeholders.
Key Responsibilities
- Health Curriculum: Recommends the number of instruction hours and course materials for health, physical education, mental health awareness, and human sexuality instruction.
- Wellness Policies: Advises on physical education, school nutrition guidelines, safe school environments, and employee wellness.
- Board Consultation: School boards must consult the SHAC before changing or adopting any health-related curriculum or instructional materials
